  • Launched with the initiative of  Government of India in April 1999.

  • Focus on holistic management at the lowest level

  • Participation of communities in their own water supply and sanitation system.

  • The systems to be planned, designed and constructed according to users' group choices and affordability.

  • Users to pay partial capital cost and all future recurrent cost.

  • Shift of government role from services provider to facilitator.

  • Ensuring better basic services with lesser fiscal burden on state exchequer.

  • Harnessing users' own initiative and resources.

Three pilot districts namely Kamrup, Sonitpur and Jorhat were taken up in the first phase for rural water supply under Sector Reform, the details of which are shown below:

District Water and Sanitation Mission (DWSM) formed for the purpose have installed 1612 spot sources besides substantial progress in 15 piped water supply schemes through direct participation of the beneficiaries. it is expected that by the end of June 2003, entire fund available with DWSM will be utilised and ongoing schemes will be completed through demand driven approach of sector reform.

In the first phase of Total Sanitation Campaign (TSC) the three districts under Sector Reform Projects were taken. In the second phase, eight districts namely Cachar, Dhubri, Goalpara, Karbi Anglong, Karimganj, Marigaon, Nalbari and Sibsagarh and in the third phase three districts namely Dibrugarh, Hailaknadi and Lakhimpur were taken under TSC. The details of TSC are shown below.

N.B. For remaining districts (9 Nos.) of Assam viz. Darrang, Tinsukia, Golaghat, Dhemaji, Bongaigaon, Kokrajhar, N.C.Hills, Barpeta, Nagaon , GOI has decided to sanction rupees 10 (ten) lakhs to each districts to carry out BLS & then to prepare PIP. The TSC projects in these districts will be sanctioned only after complete proposal based on BLS and PIP are submitted .
